There were essentially 3 reasons. One, during the winter of 2010/11, record amount of snow fell. Secondly, record rainfall in spring that not only melted and washed away the snow, it provided even more water. Finally, due to deforestation, there is not enough soil left to absorb the water and it flows mostly to the streams.
